Australian women聽are working more聽and聽with better pay and job security than ever, but聽unequal domestic responsibilities and聽pay across industries are among the barriers holding back聽gender聽equality at work, according to new research from the 爆料王 Business School.聽

罢丑别听蹿颈谤蝉迟听Gender Equality @ Work Index,聽an internationally unique tool聽developed聽by researchers from the聽Australian Centre for Gender Equality and Inclusion @ Work,聽provides a comprehensive, national snapshot of gender equality at work over a period of 10 years.聽

The index聽is to be聽launched聽by The Hon Rebecca White MP,聽Assistant Minister for Women, Assistant Minister for Health and Aged Care, Assistant Minister for Indigenous Health, in聽Canberra聽today.聽

鈥淭his world-leading research will help us understand the drivers and barriers to gender equality in the workplace.聽It鈥檚聽encouraging to see progress achieved, but we know more needs to be done to make equality a reality,鈥 said Assistant Minister White.聽

鈥淭he Albanese Government is making women鈥檚 economic equality a central priority, and implementing key policies including improved commonwealth paid parental leave and improved pay for female-dominated workforces.鈥澛

Measured against seven聽dimensions聽to produce a score聽out of 100,聽the index聽demonstrates聽that聽overall聽gender equality聽improved by just three points between 2014-2024, from 80聽to 83.聽

鈥淒espite having聽a聽higher聽rate聽of Bachelor-level education than men, women participate at lower rates, work fewer hours, at lower levels,聽in less secure jobs and industries,聽for lower pay and with poorer聽levels of safety,鈥 said聽Professor Rae Cooper AO, Director of the聽Australian Centre for Gender Equality and Inclusion @ Work.聽

鈥淲e are seeing progress in most areas,聽notably with聽more women working in senior roles that聽reflect their education and experience.聽Safety was the sole area聽in which equality went backwards over the聽last 10 years,聽with women experiencing significantly higher rates of workplace sexual harassment and other causes of psychological injury聽compared to men.聽This undercut progress made in all other聽dimensions.聽

鈥淭his report聽demonstrates聽that change is happening and gender equality at work is an聽achievable goal, but only if policymakers,聽employers聽and聽the community聽take action to address聽the root causes of inequality.聽How we do that is the聽.鈥澛

Understanding the index

The Gender Equality @ Work Index聽goes beyond laws and policies to track what is happening in workplaces.聽The overall score is a composite measure of inequality calculated across seven dimensions:聽

  • 笔补谤迟颈肠颈辫补迟颈辞苍.听How many women are聽working, and聽working to their full potential.聽
  • Pay.聽The gap in hourly pay and total聽remuneration, including overtime and bonuses.聽
  • 贬辞耻谤蝉.听Measuring working hours and unpaid domestic hours.
  • 厂别肠耻谤颈迟测.听Women are more likely to face insecure work in casual roles.聽
  • 厂别驳尘别苍迟补迟颈辞苍.听Men and women are concentrated in different industries, and male-dominated occupations tend to pay more.聽
  • 厂迟谤补迟颈蹿颈肠补迟颈辞苍.听Women working below their qualification and experience level.
  • 厂补蹿别迟测.听Physical and psychological injury at work.聽

For each dimension,聽a score of聽100聽represents聽equality between men and women.聽The world-first index serves as an annual diagnostic tool to聽identify聽areas where progress on gender equality has聽stalled, and聽highlight where聽additional聽action and investment could drive improvements.聽聽

This first report reveals women are closest to parity in security (94), participation (92) and pay (92). Stratification has been the area of greatest progress, rising from 77 to聽86聽between 2014-2024.聽

Stubborn gender barriers in the workforce and at home

The聽index shows聽Australia聽performs聽most聽poorly on gender segmentation of work聽鈥 a dimension that聽has only improved by three points over the past 10 years and聽remains聽33 points below equality.聽

鈥淎ustralia鈥檚 workforce聽remains聽deeply divided along gender lines, with men and women concentrated in聽different kinds聽of work. Male-dominated jobs tend to be higher paid and of higher quality, which undermines women鈥檚 economic security,鈥 Professor Cooper said.聽

鈥淭his聽divide restricts opportunity, reinforces inequality,聽weakens our overall economic resilience, and聽leaves employers exposed to chronic skills shortages. The more dominated an occupation is by one gender, the more likely it is to face workforce gaps.鈥澛

Professor Elizabeth Hill,聽Deputy聽Director of the聽Australian Centre for Gender Equality and Inclusion @ Work, said the unequal burden of domestic care聽remains聽another聽significant barrier to gender equality at work.聽

鈥淭he good news is we are seeing gradual聽progress, with a slight increase in men鈥檚 weekly unpaid domestic work and a slight decrease for women. But聽stubbornly聽low uptake of paid parental leave by men continues to be a major cause of gender inequality at home聽and聽in the workplace,鈥 Professor Hill said.聽

鈥淭he laws are in聽place聽and the policies are catching up, but sticky social norms mean women spend longer out of the workforce and return聽to fewer hours in lower roles, which hampers their career progression.聽We need聽men to take the leave made available to them and enable women to return聽to work sooner and in greater capacity.鈥澛

Future research opportunities

The research team is now developing the next innovative and action-oriented applications of the Gender Equality @ Work Index,聽which聽will enable point-in-time snapshots, track progress over time, and聽provide聽deeper insights into change across the seven dimensions that make up the Index.聽

Further development of the聽national聽index will generate insights across states and territories, industries, workforce聽groups聽and聽organisations. The team is also developing a tool for international聽comparative analysis that builds global understanding of gender equality at work.聽聽

The Australian Centre for Gender Equality and Inclusion @ Work聽invites聽collaboration,聽investment聽and partnership to help inform and drive progress.聽Access the Gender Equality @ Work Index and learn more about partnership opportunities at the聽centre website.
